I have the honour to acknowledge the re-
ceipt of Mr. Chamberlain's Circular Despatch of the 4th. Sep-
tember and to inform you that I have read the enclosures there-
to with great interest and am of opinion that if the suggestions
contained in them are widely adopted the educational value of
the scheme will be very considerable.
2.
Up to the present the four following
Schools have signified their willingness to co-operate:-
(1). The Korvloon British School (Girls and Boys).
Headmaster, B. Janes, M.A.
(2). The Belilios Public (Girls) School. Mis-
tress, Mrs. Bateman.
Mr. C. Piercey.
(3). The Diocesan (Boys) School. Headmaster.
(4). Diocesan (Girls) School. Mistress, Miss
Skipton.

Each of these Schools would send out 12
letters annually; the view unanimously taken by School Teachers
in this Colony being that whole classes should be allowed to
compete, but that only the best letter composed monthly in
each class should be sent out. The intention at present is
